Codeberg Runners page seems to have lost track of what Actions runners are doing #2227

I deployed a hot patch this morning, Codeberg-Infrastructure/forgejo@c871ce5607 to try and workaround a increase in deadlocks. I didn't take into account that idle time is calculated as 10 seconds, thanks for noticing I'll make sure to have this fixed.

I've made adjustments to the code, this should be resolved. Feel free to re-open if you still notice this happening there's maybe a edge case that I didn't account for.
