Codeberg can (and perhaps should) apply such restrictions or signals on a site-wide level; same way as it can for specific user agents or IP ranges that are deemed abusive.
TDM seems to have a broad definition and opting out may only be done by the rightholder. I don't think Codeberg is legally the rightholder for content hosted on Codeberg.

There is lot of discussion around TDM happening in the EU. The following link is a study (commissioned by the parliament) that looks at the problems caused by the DSM-Regulation and the TDM articles. I like it because it pretty much sums up my thought about the imbalance between creatives and the tech industry.

It is however just a study. It is not clear if and how lawmakers will actually implement changes.
