No it is not a residential ip, but I'm trying to access codeberg from my vm server (in a datacenter).

Thank you for your clarification. It is allowed, but this IP is in a IP range that has shown heavy abuse to codeberg.org. I will unblock the IP range and monitor the situation for a few days.
