Add issue to project visible when project unit disabled #2018

If you have the projects unit disabled in a repository, and a project in your user, the projects field is visible for an issue.

When you select it it appears to be selected briefly as selected on the right, then disappears again.

This lead to me thinking I had selected a project for an issue when I hadn't

There is a 404 that occurs in the background to the project endpoint.
