Add support for Encrypted Client Hello (ECH) #1929

It would be great if Codeberg servers supported Encrypted Client Hello. My ISP is using DPI to block some Codeberg domains, and using ECH would make those blocks ineffective. It would also improve user privacy.

We've recently moved to Caddy, which has support to publish ECH configs. However it does not yet support if domains are not all using the same DNS provider - we will be looking to enable this once the Caddy gains this ability.

They are saying that the domain is flagged by their security system. They are only blocking a specific codeberg.page subdomain, and other ISPs in the area are not blocking it.
