The terms of use requires all repository to use one of a limited list of licences; https://codeberg.org/Codeberg/org/src/branch/main/TermsOfUse.md#2-allowed-content-usage
Few people will have read the full ToU, so many people will be unaware of this requirement.
This is not mentioned on the new project page, so there's no subsequent chance for people to be informed.
CodeBurg don't seem to be proactively checking for complice eg does every repo HEAD contain a LICENCE file with one of allowed hashes.
This could give the impression LICENCE is unimportant. In which case is the ToU overly restrictive and should be revised?
Alternatively the new project page needs to gain some text and a link, or ideally a requirement to pick one of a limited list of the allowed licence's (which excludes some CC-xxx versions for instance)
