I'm not receiving email notifications when a team member pushes to a repository that I'm watching. Has anyone else experienced this issue or have any solutions?

Hi, does that apply to all repository events? Meaning, if a repo collaborator creates a PR etc. I will also not receive email notifications and will also not be able to configure them?

No it only applies to pushes.
