Migration from GitHub should provide a link to a page where you can create new token #1223

I think it would be useful if Codeberg provided a link to https://github.com/settings/tokens/new when migrating a project from GitHub in "Access Token" field description.

The page that you get the token from varies depending on which forge you migrate the repository from. In Forgejo, we could add a link to GitHub's token management in the migrate template, but it wouldn't work for GitHub EE, and replicating this for other migration methods will prove more complicated.

In theory, I suppose we should be able to use some Javascript to alter the domain in the link to match that of the clone URL, but I can still imagine several edge cases wherein this will not work as intended.
