Configuration to install via pre-commit

Use case

When using pre-commit you can install tools for the pre commit hooks directly via that tool. This is an easy way to install all tools for your pre commit hooks.

As it supports rust project, it may be only necessary to document how to configure the ecformat for pre-commit (after #11 is done).

The changes from #31 are necessary for this issue, such that the pre-commit hook, which process only the changed files, works correctly. Without these changes the hook fails if more than one file had changed. Furthermore, the changes for this issue include that the hooks uses only the released version of ecformat. Therefore, the changes from #31 is only available for the hook after they are released. Therefore, the changes should be merged into main only directly before the release of version 0.1.1.
