Remove new title designation on Commons image upload of new elements #53

For instance I uploaded https://commons.wikimedia.org/wiki/File:New_Wayside_Shrine_in_Kyoto_on_2026年04月28日.jpeg The osm object does not have _new_ in the name: https://www.openstreetmap.org/node/13771587155 Compare a similar object that already existed: https://commons.wikimedia.org/wiki/File:Wayside_Shrine_in_Kyoto_on_2026年04月28日.jpeg https://www.openstreetmap.org/node/13610786201

The display name of new elements in Map2Go is New [Element]. This is shared with Commons if adding a photo as it's new to OSM (and ideally the world if OSM is up-to-date.) If you upload an image of an existing item (Such as this pet store I added the other day), new is not prepended.

Perhaps this is not ideal as the word if is doing a lot of work in "if OSM is up-to-date."
