Currently, Basemap only in the filter popover retains the OSM live element overlays, but takes away the live elements from the satellite view. Instead, it should transform into an Explore view which matches the basemap of quests (dark/light mode) but instead enables a user to view element info, offer to edit, or things like navigate in CoMaps or visit the Wikidata page.
