When selecting upload to Commons or Panoramax in editor, this is not seen as a change to the element able to be uploaded. In reality, once uploaded to the destination(s), the ID(s) should be added to the OSM element (semicolon delimited if multiple) before uploading to OSM. So the flow should be:

Upload Commons -> Upload Panoramax -> Save IDs to respective elements as OSM tags -> Upload to OSM

The activity bar on the upload screen should keep the user up-to-date on the progress at each stage.
