Bug Description
[Test Case]
1. Have 3 or 4 monitors running xinerama and unity2d
2. Maximize windows on monitor 2
3. Grab the menubar on monitor 3 with the mouse as to move a maximized window
-> You should not hold on and move the window that was placed on monitor 2
-> Nothing should happen
[Regression Potential]
Since the code modifies the panel, the only regression potentials can be related to panel clicking. So potentially clicking the panel can stop working.
Original description:
3 or 4 monitors running xinerama and unity2d.
1. maximize windows on monitor 2.
2. grab menubar in window 3 with the mouse as to move a maximized window.
You now hold on to the window which was placed on monitor 2.
Very confusing when you have four monitors with four maximized windows. All four top panels act only on the window that has focus when it comes to moving a full screen window.

I can see improvements in unity2d multi-monitor behaviour. But.. I'm sorry to say that this problem still persist.
I can reproduce it with the following:
- maximizing a window on each of my monitors, four monitors in this example.
- focus window on monitor 4
- go to monitor 1, 2 or 3 with the mouse
- use the mouse to grab (click and drag) top panel as if you want to move the maximized window in the current monitor
I would expect to start dragging the window on the monitor I do the action in. I.e. monitor 2. But what actually happens is that the window in monitor 4, that has the focus, pops to monitor 2 and I start moving it about.
Oh, much clearer now, thanks for the steps to reproduce.
It also has the affect that:
1. The other windows cannot be focused by clicking on the panel (as you would a title bar).
2. The other windows controls are not available (until they recieve focus by clicking inside the window).
