Google just released ipaddr.py, a module that knows how to manipulate IP addresses (both IPv4 and IPv6). I have nothing to do with this module, but I suggest considering it for inclusion in the standard library. It fills a gap for address manipulations that will become more important to fill as IPv6 becomes more widespread.
