This issue is a duplicate of #37945 with respect to test_locale. So I remove that from the title. It is not a duplicate with respect to test__locale, which fails for a very different reason. The other failures I mentioned are noise here (and now fixed). So when PR-20529 is merged (it fixes test__locale for me also), we can close this.
