This is almost certainly a tcl/tk/tkinter on Catalina issue, not an IDLE issue. Screenshots are missing headlight colors, and that should be impossible to cause from Python. In standard python, try
>>> import tkinter as tk
>>> r = tk.Tk()
Should see small (about 2"x2") box. If not, add
>>> r.mainloop()
