I wrote the PEP 587 "Python Initialization Configuration" which has been accepted. It allows to completely override the "Path Configuration". I'm not sure that it fully implementation what it requested here, but it should now be easier to tune the Path Configuration. See: https://www.python.org/dev/peps/pep-0587/#multi-phase-initialization-private-provisional-api I implemented the PEP 587 in bpo-36763.
