Proposed PR refactors existing tests for the f_lineno setter and adds few new tests. This will help to avoid regressions in issue17611. I have found that some illegal jumps are not prohibited. They can lead to crashes or weird behavior. For example jumps to or from the bare except block. This will be fixed in a separate issue.
