While fpectl might be a bit rusty, this is a priceless tool in debugging situations, where one needs to identify components that do something wrong to FPU, see e.g. https://github.com/numpy/numpy/issues/9007 and the related https://trac.sagemath.org/ticket/22799 As long as there is no equivalent, it's too early to discuss getting rid of it, IMHO.
