Now that I've looked at PyUnicode_New, I agree with using PyUnicode_New(0, 0). I can't imagine we could measure the difference with optimizing it in the opcode itself before calling PyUnicode_New. Thanks for adding this, Serhiy. I think it's great stuff, and works well with FORMAT_VALUE.
