It looks like the tzdata folks have agreed [1] that there is a problem with the Morocco rules in the Africa file and will likely fix it in the next release.
This is an interesting situation where a bug in tzcode masks a bug in tzdata while glibc implements the documented behavior faithfully but as a result suffers from the data bug.
I will wait for the conclusion of the discussion on the TZ list because there is a chance that we should fix the ZoneInfo logic to match glibc.
