Yes, the packager must use appropriately either CFLAGS CPPFLAGS [1] and LDFLAGS, or CC. I am using:
CC="clang --sysroot=$(SYSROOT) -target $(TARGET) -gcc-toolchain $(GCC_TOOLCHAIN)".
