It seems that the updated UCRT debug runtime has indeed solved the issue. I suggest that this issue remains open pending an update to the devguide for required settings for installing VS2015 with the updated runtime (see msg262672). I have no idea if the VC Build Tools 2015 installs the needed files, so that would need to be checked on a clean machine (all of mine have VS2015 installed).
