Ok, here is an implementation that I believe covers everything Michael wanted. I examined the other patches, and can rearrange my implementation to be more like them if desired - but at the heart of this this bug really has two requested changes: - deferred reporting of error per Michaels request - report missing attributes on packages as an ImportError (if one occurred) and thus my implementation focuses on those changes.
