@Larry - we did that yesterday and on the FreeBSD-machine the regular utimes was used and not utimensat. utimensat is not available on FreeBSD 10 so it fall backs to regular utimes to be used in os.utime. But when a file is created it is the file system that sets the utime, so it will have nanoseconds.
