I had the issue today. I needed to parse a date with the following format. 2014年04月04日T23:59:00+09:00 and could not with strptime. I see a discussion in March 2014 http://code.activestate.com/lists/python-ideas/26883/ but no followup. For references: http://www.w3.org/TR/NOTE-datetime http://tools.ietf.org/html/rfc3339
