Hello, The PyPI bug tracker is over here (you can find the link on the front page of http://pypi.python.org/pypi): http://sourceforge.net/tracker/?group_id=66150&atid=513503 That said, having checksums come from the master server exclusively seems like a security feature, so I'm not sure whether your suggestion will be considered.
