See Issue11487 for more discussion on the SDK issue. As a workaround do "touch Include/Python-ast.*" to ensure that the build won't try to rebuild the header files (those files are up-to-date, but the timestamps in a fresh checkout are the same as those of the source file and that causes a rebuild)
