Bug Description
I switched on the option "Menus have icons" in the gnome-tweak-tool. In Inkscape and Gimp many of the icons in the dropdown-menus are still missing. If I switch of the global menu by removing appmenu-gtk, everything works fine and no icons are missing in the dropdown-menus.

I have the exact same symptoms.

Gimp 2.6.11
This happened after updating on 3-23-2012. I also installed Cairo-Dock immediately after updating so it may be related to that. The icons that do appear in the inkscape and gimp menus looked like the ones used in the Dock so I suspect that cairo-dock overwrote the original icons or changed a configuration file for gimp and inkscape.
Any other ideas?
