Bug Description
To test:
* Use python-mkdebian to create a normal package with a version number like 0.1.
* Then edit setup.py to change the version number to 0.0.
* Now run python-mkdebian again.
python-mkdebian will return 0, even though debchange didn't work and callers of python-mkdebian (like quickly) would thus expect packaging ready to go for 0.0.
