Ideally, to serve documents in other character sets than Latin 1, all you would have to do is make your server send the correct charset parameter in the HTTP headers. But the Web is not ideal yet. This page attempts to collect practical information. Much of it is just links to material provided by other people. If you have anything to add, a story to tell, or just a comment, please let me know.
