Starting on Tuesday 20 March 2012, a 15% pledged delegate bonus is awarded when clusters of 3 or more neighboring states begin on the same date. American Samoa, Guam, Puerto Rico, and the U.S. Virgin Islands are considered neighboring states of each other. [Reg 5.1.C Article I.C.2.b]

The state received a 20% pledged delegate bonus for starting in Stage III (May and June).



Participation in Democrats Abroad's delegate selection process is open to all U.S. nationals who will be 18 years of age or older on 6 November 2012, who reside temporarily or permanently outside the United States and who wish to participate as Democrats. Voters must declare that they have not participated and will not participate in the delegate selection process (caucus, primary or other method) of any other delegation to the 2012 Democratic National Convention or in the nominating process of any other political party for the corresponding presidential elections.


Tuesday 1 May - Sunday 6 May 2012: Global Presidential Primary. 14 of the 19 delegate votes to the Democratic National Convention are pledged to presidential contenders based on the results of the voting in today's Democrats Abroad Presidential Primary. Participants may vote by fax, email, in person, or postal mail. A mandatory 15 percent threshold is required in order for a presidential contender to be allocated National Convention delegates.

Each voter may cast a vote for 1 Presidential candidate (or uncommited) and up to 9 of that candidate's delegates for that region. Voting for one candidate and the delegates of another is not permitted. Write-ins are not permitted.

11 Regional delegates are to be pledged proportionally to presidential contenders based on the primary results. The number of delegates elected in each region is proportional to the total percentage votes cast in each region. However, no fewer than 1 and no more than 9 delegates are elected in each region.

    The election of Regional At-Large National Convention Delegates will take place during the Democrats Abroad Global Primary. Delegates, along with the Presidential Preference, appear on the ballot.

    Saturday 19 May - Sunday 20 May 2012: The Global Convention meets in Puerto Vallarta, Mexico to elect 1 Pledged PLEO, and 3 At-large National Convention delegates according to the results of the primary.

    DEMOCRATS ABROAD is allocated 19 delegate votes at the Democratic National Convention but will be sending 23 persons who will be acknowledged as "delegates" on the floor of the Convention.

    • The 8 Democratic National Committee members from Democrats Abroad cast the 4 Unpledged PLEO delegate votes on the floor of the Convention (each such "unpledged PLEO delegate" casting ½ vote).
