Even though the superdelegate provisions of the Democratic Party Charter give a lot of weight to those
unpledged delegates, they seem to fly in the face of Section 4(b) of the charter, which is a rule to "ensure that delegations fairly reflect the division of preferences expressed by those who participate in the presidential nominating process."
