Richmond police are deploying additional officers and special patrols across the city for New Year's Eve as drunk driving deaths in December reach their highest level in 15 years. Chief Rick Edwards said the department will focus on high-crash areas and main thoroughfares, with Virginia State Police also increasing highway presence. Those caught driving under the influence face up to a year in jail, with felony charges possible if someone is injured.
