    Summary: Citiverse is an integrated model that connects physical and virtual city to create synchronized and immersive environments. Recent work on identifying citiverse use cases highlights AI—particularly generative AI—as a key enabler for realizing the citiverse. From this perspective, it is essential to utilize AI capabilities for intelligent operations and immersive services in citiverse through the development of AI-enhanced urban scenarios and the identification of corresponding requirements. Consider the following AI-enhanced scenario for urban planning: A city manager can make a request in the metaverse system using natural language, such as: "Using heatwave data from the past five years, conduct an analysis to determine shelter locations for the elderly and display the results in the virtual environment for citizens to experience." In response, the digital twin system retrieves past heatwave data and current population distribution from the smart city platform and performs the analysis to identify suitable shelter locations. The metaverse system then imports the analyzed data into the virtual world and visualizes the proposed locations. Citizens can subsequently explore these locations virtually and provide feedback on their satisfaction. Based on this feedback, the city manager evaluates the feasibility of the proposed urban plan. From the scenario, candidate requirements include understanding natural language-based user requests, discovering the relevant data source, and invoking simulation functions. Therefore, this draft Recommendation aims to develop use cases and specify the corresponding requirements to support AI-enabled interoperability between entities in citiverse.
