The Ministry of the Environment recently put together the environmental conservation budget of related ministries and agencies for FY 2004.

In order to allow the government as a whole to implement environmental conservation measures efficiently and effectively, the Ministry of the Environment formulates estimation policy and compiles environmental conservation budget in line with the implementation scheme shown in the Basic Environment Plan, pursuant to Article 4, Para.3 of the Law for the Establishment of the Ministry of the Environment.

The total amount of environmental budget for FY 2004 is 2,577.2 billion yen- a decrease of 165.2 billion yen, or a 6% decrease compared to the initial budget of FY 2003 (2,742.3 billion yen).

The breakdown of environmental budget for FY 2004 is as follows. Numbers in parentheses represent the initial budget of FY 2003.

Please note that "relevant ministries and agencies" are not limited to those mentioned below.

1. Global environment: 632.4 (721.1) billion yen
   This includes budgets for measures related to energy-saving/new energy, forest maintenance and development, and CO₂ emission control. Relevant ministries and agencies include the Ministry of Economy, Trade and Industry (METI), Ministry of Education, Culture, Sports, Science and Technology (MEXT), Ministry of Agriculture, Forestry and Fisheries (MAFF), Ministry of Land, Infrastructure and Transport (MLIT), and Ministry of the Environment (MoE).
   
   
2. Atmospheric environment: 269.7 (237.1) billion yen
   This includes budgets for measures related to the improvement of roadside environment, noise abatement for areas near airports, promotion of low-emission vehicles, and the improvement of road traffic environment. Relevant ministries and agencies include MLIT, Defense Facilities Administration Agency, METI, National Police Agency, and MoE.
   
   
3. Water, soil, and ground environment: 1,034.7 (1,100.1) billion yen
   This includes budget for measures related to sewage development, construction of waste water treatment facilities, prevention of mine pollution, etc. Relevant ministries and agencies include MLIT, MAFF, MoE, Cabinet Office, and METI.
   
   
4. Waste management and recycling: 167.3 (185.5) billion yen
   This includes budget for the development of waste treatment and recycling/reuse facilities, etc. Relevant ministries and agencies include MoE, MAFF, MLIT, Cabinet Office and METI.
   
   
5. Environmental risk from chemical substances: 15.6 (13.8) billion yen
   This include budget for measures to tackle endocrine disrupting chemicals, assessment and management of chemical substances, measures to ensure the safety of chemical substances, etc. Relevant ministries and agencies include MoE, Ministry of Health, Labor and Welfare (MHLW), MAFF and METI.
   
   
6. Coexistence of man and nature: 357.4 (387.2) billion yen
   This includes budget for forest conservation projects, development of urban parks and natural parks, conservation of scenery, protection of wildlife, etc. Relevant ministries and agencies include MAFF, MLIT, MoE, MEXT and Cabinet Office.
   
   
7. Measures serving as the basis of other measures: 100.2 (97.4) billion yen
   This will be used for measures for pollution-related health damages, promotion of a socio-economic system with a sound material-cycle, and conservation of the marine ecosystem. Relevant ministries and agencies include MoE, METI and MAFF.
