11. Tariff Quota System

When you import leather or leather shoes, etc., that are subject to the Tariff Quota System, please bring or send the “Tariff Quota Certificate (original)” to Tokyo Overseas Mail Sub-branch Customs in order to complete customs under the system.

If you wish to have the certificate returned to you by mail after the procedure is completed, please enclose a self-addressed stamped envelope. If you do not have or will not use the certificate, please inform Tokyo Overseas Mail Sub-branch Customs of it.

In addition, when you apply for the Tariff Quota System for postal items, please request the sender to clearly indicate “Tariff Quota” on the exterior of the mail.
