Individuals seeking civil service eligibility through written examinations may now prepare early, as the Civil Service Commission (CSC) has released the 2026 Examination Calendar.
Through Examination Announcement No. 08, s. 2025, the CSC announced that four examinations via the Pen and Paper Test (PPT) will be administered in the coming year.

The Civil Service Commission (CSC) has updated the guidelines for filling out the Statement of Assets, Liabilities, and Net Worth (SALN) form (CSC MC No. 2, s. 2013), its amendments, and other SALN issuances.
The issued Omnibus Rules on the SALN aim to intensify the promotion of integrity and transparency in government.
The updated rules replace the Guidelines in Filling Out the SALN Form issued under CSC Memorandum Circular No. 2, series of 2013, including all subsequent amendments and previous SALN-related issuances.

Thousands of individuals are now civil service eligibles after passing the 10 August 2025 Career Service Examination – Pen and Paper Test (CSE-PPT) conducted by the Civil Service Commission (CSC) nationwide.
Of the 302,028 examinees who took the Professional Level, 45,730 passed, representing a 15.14% passing rate. Meanwhile 4,366 or 14.73% of the 29,647 examinees successfully passed the Subprofessional Level.

Effective 1 October 2025, individuals granted with Civil Service Eligibility under special laws and Civil Service Commission (CSC) issuances will receive their Certificates of Eligibility (CoE) printed on official letterhead.
Under CSC Resolution No. 2500911 promulgated on 20 August 2025, the CSC formally adopted the printing and issuance of CoE on its official letterhead for individuals granted with eligibility.
This change replaces the use of security paper and is intended to streamline the process, reduce costs, and maintain document authenticity through the use of the CSC dry seal and authorized signatories.

CSC clarifies that grant of Sangguniang Kabataan Official Eligibility (SKOE) is not a prerogative of the CSC outright, but as part of the implementation of the provision of Republic Act (RA) No. 11768, otherwise known as "An Act Strengthening the Sangguniang Kabataan."
Thus, those qualified for the grant of SKOE are SK officials in good standing, whether elected or appointed, who were in office upon the effectivity of RA No. 11768 and those who have completed a full three-year term of office or its equivalent.
