The announcement means that the championship will comprise eight rounds supporting all the other European rounds of the Formula 1 World Championship.
Organisers have however added a two-day test to the calendar in June, though the date and venue is yet to be confirmed - increasing the number of test days to 12.
GP3 Series CEO Bruno Michel said: "It is an unfortunate situation: we were really hoping to bring GP3 to Monaco this season and we all tried our hardest to make this happen, but the lack of space this year meant that we have to postpone. However, we are very eager to make it happen sooner or later."
