しかくCurrent Status of Job Income of Persons with Psychiatric Disability in Japan
[...]
According to Cabinet Office (2013), Health, Labour and Welfare Ministry (2008 (labor), 2011(Training institute))

Only 5.6 % of persons with a psychiatric disability can work as a regular employee and the average income of such individuals is lower than total average by about 30,000円.

Training Institutes for persons with disabilities have become the alternative opportunity to establish right job for the persons with psychiatric disability by themselves.

しかくDecent Work Models for Persons with Psychiatric Disability
だいやまーくModel A (for a person who was a regular worker at the time of onset):
Disability welfare pension (Typically 150,000円) + Job income from training institute (type B) (0円-50,000)
だいやまーくModel B:
Disability standard pension (Typically 170,000円) + Public assistance (50,000円-70,000) + Job income from training institute (type B) (0円-20,000)
だいやまーくPurpose:
Comfortable and suitable work with decent income
Working without worsening their illness
Working with peers
Building up jobs and workplaces by "ourselves" as people with a psychiatric disability
Developing their identity as persons in real world (not in homogeneous societies of persons with disability)
→Disability pension and public assistance is necessary as "basic income"

しかくExamples in Japan since the 1980s
Social enterprises established/managed by people with psychiatric disability
[...]
・"Mugen" (Since 1989) Matsuyama, Ehime
A training institute (B-type) for persons with psychiatric disability under Fuller dome is an important place to gather and work (mainly with Japanese old cloth).
・"Stand", established in 2015, provides counselling and support for people with disability. The founder, a person with psychiatric disability, should work as a guid e for people with disability for 10 years and be certified as a social welfare worker before start "Stand".

しかくDisability Pension reform plan (2015-)
だいやまーくBody in charge
An expert committee under the Ministry of Health, Labour and Welfare (9 psychiatrists, 1 expert on welfare for the disabled)

だいやまーくOstensible Purpose
To narrow the gap between rejection rates of disability pensions for psychiatric/intellectual disability among regions (this rate may differ by up to a factor of 6 between prefectures)

だいやまーくExpected Results
A person who can earn an average of 80,000円 per month will not be able to start/continue to receive a disability pension.

しかくExpected effect on persons with a psychiatric disability
Destruction/Discontiuance of Decent Work Models for/by/with themselves
Decrease in QOL of those who sometimes can work enough but sometimes cannot

だいやまーくConclusion: Division and diversity loss on way of working in persons with psychiatric disability will progress.
