Just use veth1/vif0.1 as your connection from dom0 to xenbr1:

brctl addif vif0.1
ip link set veth1 address 00:16:3e:f1:e2:d3 arp on up
ip addr add 192.168.1.1/24 dev veth1

to remove it:

ip link set veth1 down
ip addr flush dev veth1
brctl delif vif0.1
