Hi there,
afaik transfering a physical PCI devise is not yet (any more) possible with 
xen3. Therefore you should refere to xen2 or wait until this feature is back in 
xen3.
If using xen2 do the following:
check out interupt of your card via lspci
hide the interface in dom0
make a custom kernel for your domU and include the driver
allocate the device to your domU 
enjoy :-)
