Domains are like processes; they represent a *running instance* of a virtual 
machine, and they are destroyed when the host goes down.
If you want the illusion of some kind of persistence you should check out the 
xendomains init script. This can automatically start a set of domains at 
boot time, then shut down running domains as dom0 shuts down. The version of 
the script in xen-unstable is even nicer: more configurable and can 
optionally suspend the current state of the other domains to disk at host 
shutdown, ready to be restored at next boot.
