Description
You do get the message for direction down from a sync process where the anonymous user has no rights to read ABCDEF.
The page ABCDEF could not be merged because you are not allowed to modify the page in the remote wiki.
down has the meaning of get (one way only to your wiki). So s\modify\read\ is right.
