You don't say if the power out is with key down in CW mode, which could 
indicate a problem, or if you are in SSB.
If in SSB and you speak into the mike, your meter will show approximately 
50-60 watts output, which is normal. The peak output would be 100 watts
but the meter can't move fast enough to show it.
If you whistle into the mike in SSB, the meter will show about 100 watts.
