 Hmmm... try it on AM and see what it sounds like, on all bands.
I'd say you got a noise floor, probably from the same place I do,
variable-frequency drive motors on HVAC units. (I'm refereing to
my noise floor at my work, a hospital... we proved it by listening in
during our generator tests, where for 10 seconds there is no power
anywhere except for UPS units.. generators fire up, transfer, and
the noise is back... the radio was on a battery during the transfer.)
