I am updating my post to be more specific. I don't want to waste everyone's time replying with questions regarding how do I know it is off and what are you using to measure the frequency, are you sure it is off etc. 
What I am really looking for is some input on how to properly adjust the Reference Oscillator and if there is anything I should be aware of?
I thank all who have replied and apologize for my lack of specifics in the first post.
