digit or two simply comes from the band switch. I don't know the rig.

Ron is right, the kHz digits after the decimal point are driven by the
frequency counter and your counter is probably faulty. The MHz digits are
driven by a diode matrix from the band switch.
The instruction (operator) manual describes the frequency counter design on
page 26 and the circuit diagram is on page 27. The maintenance section in
the manual provides the alignment and testing information to locate your
fault.
