We should move this discussion to the TVI/RFI/EMI reflector at Qth.net, but
here is my last comment.
Of course device non-compliance is not the only source of TV interference.
A local Ham has almost total wipe-out on MF/HF. He spent months checking
his installation and experimenting with improved earth systems and still the
interference continues unabated. Eventually, he called in our
FCC-equivalent and the problem was traced to a faulty switched-mode power
supply in his neighbour's television receiver. The authorities then
instructed the television owner to have his set repaired as required by the
EMI regulations.
Now the twist in the tail.
The neighbour handed his case over to his lawyer and it was promptly
established that there is no specific legislation in place to control EMI
issues around power supply units. Legislation only dictates that a
television receiver must comply with EMI standards and a PSU must comply
with the relevant safety standards. The lawyer argued that his client's TV
set complies with EMI standards and there is no evidence that the PSU is not
operating safely. EMI from the PSU is not covered in any regulation and his
client cannot be held responsible for that problem.
The sad part is that the neighbour never uses the offending TV set. He
bought a new TV and leaves the old set switched on in standby mode all the
time.
The problem arose when our FCC-equivalent separated the issue and specified
that the PSU is faulty, not the TV set.
This poor Ham has been living with this problem for about three years and is
ready to give up Ham Radio. The neighbour can easily end the interference
by switching the old TV off, but it seems that he has a problem with the
Ham's tower.
Loacal legislation is being passed to control EMI from PSUs, but that has
been in the pipeline for two years.
Perhaps you have a problem with your television receiver.
