[Yaesu] RE: Indicated power

I've used a few recent vintage Yaesu rigs and now own an FT-847.
All of them did seem to accurately indicate power from about 30-70% of max
spec. My rig's meter runs true to an external wattmeter from about 25W ->
65W.
Outside of that range, the rig seems to be indicating lower on the high
power settings and higher on the bottom end. When the rf setting is set to
minimum, my wattmeter indicates 1W while the rig's meter says 4W.
Is this typical of late vintage Yaesu rigs ??
